1.0 Scope

This scope is to derive the methodology for the activities for excavation and backfilling works to be performed for SARA SKILL Civil Project, to qualify and comply with all the project standards.

4.0 General Purpose

This document will explain the activities and sequence that are to take place prior to and during the excavation and backfilling works for Demolish and re-construct. Safety personnel shall be informed and shall be in place as the operation begins and shall stay throughout the activities. Client representative shall do the inspection and ensure that all of the required documents are signed off as the work progress.

5.0 Responsibilities of Contractor

5.1 Site Manager 

Site manager will be responsible for the overall direction, coordination, and control of the Excavation & Backfilling activities. To ensure efficient works execution in accordance with project specifications.

5.2 Construction Manager

Construction manager will report to and receive technical direction from the Site Manager. He will be responsible for the overall implementation and monitoring of all the activities. Deal with Site Supervisors team for implementing the Excavation & Backfilling activities incorrect procedure at the site.

5.3 Quality Control Manager

Responsible for overall Quality Control of all construction activities on site. Implementing and monitoring the approved Inspection and Test Plan & procedures for effective results. Initiating approval of 3rd party lab approval and coordination for the same as and when required.

5.4 HSE Manager

HSE manager will oversee and enforce the safety regulations and ensure that all personnel involved in the work abide. He will prepare the work safety plan that must be implemented, and safety awareness of personnel involved in the Excavation & Backfilling activities, prior to the commence of work.

5.5 HSE Officer

HSE Officer ensure the clearance certificates and work permits are available prior to commencement of the work. Check personnel’s compliance with safety requirements such as PPE. Check work areas for any unsafe conditions. Job Safety Analysis (JSA) will be strictly implemented before and during Excavation & Backfilling activities as per site HSE plan/procedure.

5.6 Site Supervisor

Site supervisor will report to Site Engineer and review project direction from the Construction Manager. He will be directly involved in the planning and execution activities for Excavation & Backfilling Work.

5.7 QC Inspector

QC inspector will ensure that all work is carried out as per specification and standard, to report inspection result to Quality manager. Accompanying and witnessing the 3rd party test activities along with the Client representative.

5.8 Foreman

Foreman will be responsible for the direct execution of works involved in the construction process according to the plan and shall directly control and give instruction to the work personnel. He will also ensure that the work are done with outmost regard to Safety and Quality.

8.0 Work procedure

8.1 Pre-Requirements

Prior to commence of work, Contractor shall apply for applicable work permits from Client HSE department. 

8.2 Survey works

Verify the boundaries of area location according to the drawings issued from the Client before the commencement. Mark the location and limits of the area to be excavated. All markings shall be “flagged” off all the time. Surveyor shall mark the excavation layout of each phase prior to excavation inspection. Excavation shall be carried out up to the required elevation as per the “Approved for Construction” drawing.

8.3 Methodology for Excavation

8.3.1  Surveyor shall mark the entire layout prior to excavation for inspection. Excavation shall be carried out up to the required elevation as per the “Approved for Construction” drawing.

8.3.2 Excavation for all the Projects shall be carried out as per Approved drawings at one time.

8.3.3 Excavation will be as per approved drawing (Drawing Number).

8.3.4 Excavation shall be carried out with extra care to avoid any damages to any existing surrounding structures and underground facilities.

8.3.5 Excavated soil shall be dumped 1.50 m away from the edges and shall be removed daily. No excavated material will remain in the vicinity of the work. 

8.3.6 Deep excavation (depth more than 1.20 m) shall be hard barricaded or sheet piling and safety signboard “DEEP EXCAVATION” shall be installed 1.50m away from the edge of the excavation area.

8.3.7 Excavation of more than 1.2 meters shall be secured with metal shoring or sheet piling as per the existing soil condition.

8.3.8 Metal barricades shall be installed all along excavation (2.0m away from the edge of excavation) and a steel barricades with green net shall be placed inside the metal barricades as per the requirements.

8.3.9 An equipment access ramp shall be made for the safe access of equipments. if any utilities to be cross by equipment or personnel’s.

8.3.10 At regular intervals, the surveyor shall check the elevations to avoid over-excavation.

8.3.11 QC inspector shall verify the location, size and depth of excavation at regular intervals.

8.3.12 Once the excavation reached the required depth and size, subgrade compaction shall be carried out by means of roller compactor/plate compactor with water.

8.3.13 After compaction, the subgrade shall be tested for in-place density.

8.4    Dumping of Excavated soil

8.4.1 Topsoil (50 cm ground level) and debris coming out from the roadside & ditch cutting shall be dumped at Client dumping area, which is located near to site.  The contractor will request Client to provide designated dumping area. 

8.4.2 Reusable filling materials coming out from the excavation shall be dumped at 2.0 m away from the edge of excavation and along the trench for maximum period of 24 hours. It shall be cleared and moved to dump area in the very next day.

8.5    Backfilling 

8.5.1 For backfilling, filling/foundation/bedding/ material shall be selected as per Client Standard.

8.5.2 Materials for backfilling shall be selected as per Client Standard and shall be backfilled with the selected materials and Basecourse.

8.5.3 Soil and filling material sampling shall be done in the presence of Client QC engineer and those samples shall be sent to the approved independent testing laboratory to test the suitability for backfill as per the project specification.

8.5.4 To ensure the foundation, proper bedding (200 mm thickness) must be provided under the lean concrete. Pouring of lean concrete should always take place in dry trench only.

8.5.5 Backfilling materials shall be laid in loose layers not exceeding 300 mm thickness and compacted as per project specifications.

8.5.6 During backfilling operations, the appropriate tests shall be carried out for compaction and results shall be recorded. As far as the initial stabilization backfilling is concerned, hand ramming with boards and plate compactors shall be implemented in order to avoid displacement and Damage of foundation. Successive backfill layers shall not exceed 300 mm thickness.

8.5.7 During first two lifts, special care should be taken to place and compact the backfill materials under the Lecanorate.

8.5.8 While the wetting of backfilling materials is required prior to compaction, trench flooding shall be avoided.

8.5.9 Special care shall be taken while backfilling in the piled/shoring installed trenches. If the shoring/sheet withdrawn after the backfilling and compaction, hollow spaces may left and the soil supporting the foundation may be lost or reduced. Sheet piles may withdraw in stages as backfilling progress in such a way that the hollow spaces left behind the sheet are filled with compacted backfill materials.

9.0 Safety

9.1 All works shall comply with the safety procedure or instruction as set out in project safety plan and Method of Statement.

9.2 Basic Personal Protective Equipment (PPE ) shall be worn by all staff or labourers. 

9.3 All operatives shall be inducted before entering the site.

9.4 Toolbox talk shall be conducted before the activity.

10.0 Inspection

10.1 All sampling and testing associated with the Excavation and Backfilling work will be carried out by an independent test laboratory approved by the Client.

10.2 The area to be excavated shall be marked by Surveyor. Calibration certificates of survey equipment shall be submitted to Client for approval.

10.3 Elevation shall be confirmed by levelling instrument and a survey report shall be prepared.

10.4 Soil samples shall be collected and tested for proctor value and backfill suitability as per the project specification.

10.5 The subgrade shall be compacted and tested for in-place density.

10.6 The compacted structural fill/backfill shall be at least 95% of maximum dry density. 

10.7 RFI shall be raised before 24 hours of the inspection.

10.8 All inspections shall be carried out according to the approved ITP.

10.9 All inspection reports shall be submitted to the Client.
