1.0 Scope

This scope is to derive the methodology for the Laser / Topographical survey work to be performed in Construction of SARA SKILL civil project, to qualify and comply with all the project standards.

4.0 General Purpose

This document will explain the activities and sequence that are to take place for survey works.

5.0 Responsibilities of Contractor

5.1 Site Manager

Site manager will be responsible for the overall direction, coordination, and control of the survey activities. To ensure efficient works execution in accordance with project specifications.

5.2 Construction Manager

Construction manager will report to and receive technical direction from the Site Manager. He will be responsible for the overall implementation and monitoring of all the activities. Deal with Site Supervisors team for implementing the survey work in correct procedure at site.

5.3 Quality Control manager

Responsible for overall Quality Control of all construction activities on site. Implementing and monitoring the approved Inspection and Test Plan & procedures for effective results. Initiating approval of 3rd party lab approval and coordination for the same and when required.                      

5.4 HSE Manager

Safety manager will oversee and enforce the safety regulations and ensure that all personnel involved in the work abide. He will prepare the work safety plan that must be implemented, and safety awareness of personnel involved in the survey works, prior to the commence of work.                       

5.5 HSE Officer

Ensure the clearance certificates and work permits are available prior to commencement of the work. Check personnel’s compliance to safety requirements such as PPE. Check work areas for any unsafe conditions. Job Safety Analysis (JSA) will be strictly implemented before and during survey works as per site HSE plan/procedure.

5.6 Site Supervisor

Site supervisor will report to and review project direction from Construction Manager. He will be directly involved in the planning and execution of the activities in survey works.                       

5.7 QC Inspector

QC inspector will ensure that all work carried out as per specification and standard, to report inspection result to Quality manager. Accompanying and witnessing the 3rd party test activities along with Client representative.

5.8 Foreman

Foreman will be responsible for the direct execution of works involve in the construction process according to the plan and shall directly control and give instruction to the work personnel. He will also ensure that the work are done with outmost regard to Safety and Quality.

8.0 Work procedure

8.1 Pre-Requirements

8.1.1 Prior to commence of work, Contractor shall apply applicable work permits from Client Concern department. Work area shall be properly clean for any loose soil or shuttering materials. Site engineers and supervisors shall be confirming that received all drawing are latest revised and IFC.

8.1.2 All coordinates and elevation will be based on Standard Grid and elevation datum.

8.1.3 A transverse survey shall be conducted and control points/TBM’s points shall be installed at suitable positions and computations to be submitted to Client for the established control points /TBM’s.

8.2 Methodology

8.2.1 Survey shall confirm all drawings are latest and marked IFC (Issued for construction).

8.2.2 Contractor shall make a formal request to Client for data on survey control points on their work site prior to construction.

8.2.3 Contractor shall provide competent survey personnel to determine all locations, lines, and elevation for various part of the work.

8.2.4 Contractor shall verify all figures on all the Client furnished data and documents before laying out the work. Contractor shall be responsible for any errors or inaccuracies resulting from failure to do so.

8.2.5 Contractor shall maintain the integrity of all survey control points within and adjacent to construction site by continuous monitoring the location and elevations of the points throughout the performance period and notify Client if any points is disturbed.

8.2.6 Contractor shall provide settlement reading of the work when and as directed by Client

8.2.7 Prior to any site grading, Contractor shall obtain the existing surface by taking the standard field survey cross section at intervals designated by Client.

8.3 Setting Out

8.3.1 All survey coordinates and datum references shall be based on the BM given by Client

8.3.2 Established temporary benchmark (TBM) near to the working site separately.

8.3.3 Locate the centre point and the degree of orientation of all works.

8.3.4 Protect with wooden or steel peg with warning tape to all temporary benchmark (TBM).

8.3.5 Ensure that all site survey report is properly documented and witnessed or signed by Client.

8.3.6 Survey crew shall complete a log recording of the work completed, any problems and weather condition, etc. This raw data file will also be stored on computer media and shall be available to Client based on requirement. All completed AUTOCAD drawing flies will be backed up while the survey is being completed. All raw data files and completed drawing files will be achieved on computer media.

8.3.7 Station data sheets will be prepared for all primary control stations, giving client co-ordinates and measurements to local detail points.

9.0 Safety

9.1 All works shall comply with the safety procedure or instruction as set out in project safety plan and Method of Statement.

9.2 Basic Personal Protective Equipment (PPE) shall be worn by all staff or labourers.

9.3 All operatives shall be inducted before entering the site.

9.4 Toolbox talk shall be conducted before the activity.

10.0 Inspection

10.1 Each and every setting out shall be witnessed by Client representative.           

10.2 All readings shall be recorded in the survey data sheet and submitted to Client.
